Indian Railways has revised penalties from July 1, 2026. Check the 10 railway offences that may now attract higher fines and legal action.

Passengers travelling by Indian Railways should be aware of the latest changes in railway rules. From 1 July 2026, higher penalties have reportedly come into effect for several railway offences. The revised fines are aimed at improving passenger safety, maintaining discipline, and ensuring a better travel experience for everyone. Whether you travel daily or occasionally, knowing these updated rules can help you avoid unnecessary penalties during your journey.
One of the most common violations is travelling without a valid ticket. Under the revised rules, passengers caught without a ticket may have to pay a minimum fine of ₹500, along with the ticket fare and other applicable charges. Similarly, passengers travelling in a higher-class coach without proper authorization may also face a minimum penalty of ₹500, in addition to the fare difference.
The new rules also discourage the misuse of railway tickets. If a passenger is found travelling using another person’s ticket, the ticket may be cancelled, and the traveller could be required to pay the correct fare along with additional penalties. Entering a reserved coach meant for women without permission may now attract a fine of up to ₹2,500.
To maintain cleanliness and passenger comfort, Indian Railways has also imposed stricter penalties on smoking inside trains or railway premises, with fines of up to ₹2,000. The same maximum penalty may apply to illegal hawking and begging within railway stations or trains, as these activities are prohibited under railway regulations.
Safety remains one of the biggest priorities for Indian Railways. Travelling on the roof of a train, standing on the footboard, or entering the engine area can be extremely dangerous. Such actions may now result in strict penalties as well as legal action.
The revised rules also target passengers carrying dangerous or prohibited items. According to the updated penalties, carrying hazardous materials could attract a minimum fine of ₹10,000. In addition, passengers who create disturbances while under the influence of alcohol or intoxicating substances may face enhanced penalties along with legal proceedings.
